Contributions to HEART Humanitarian Foundation are deductible under Internal Revenue Code
section 170 to the extent allowed by law. We are also qualified to receive
tax-deductible bequests, devises, transfers and gifts under sections 2055,
2106 and 2522.

We will provide a written acknowledgement for any contribution on request. For gifts of $250 or more the IRS requires a contemporaneous written acknowledgement in order to claim a deduction — email Info@HeartHumanitarianFoundation.Org and we will send one.

We are expanding our donation infrastructure. In addition to PayPal, we intend to support giving through GoFundMe, Chuffed and Stripe so that donors can support specific campaigns directly. This page will be updated as each becomes available.

What your donation pays for
Donations to this page support the charity as a whole rather than one named family. In practice that means three things:

We file an annual Form 990-series return with the Internal Revenue Service, which becomes a matter of public record. Once our first return is filed it will be linked here, and you will be able to find it yourself on the IRS site using our EIN.
What we take, and why
What comes off your donation depends on where you give it, so we would rather set out both routes than quote one number that hides the difference.
- 96–97.5% of a campaign donation is what remains for humanitarian work — the campaign it was given to, or another approved family where that one cannot proceed.
- 2.5–4% is retained by the charity for currency exchange, the cost of moving money into a place where ordinary banking does not work, and running the charity.
Campaigns on Chuffed use a 100% model: the donor is asked to cover the platform's own costs separately, so nothing is taken out of what you gave to the family before it reaches us.
Giving through a campaign
Chuffed runs a 100% model — the platform's costs are covered by the donor as a separate, optional contribution, not deducted from your gift. The whole of what you give for the family reaches us, and the charity's 2.5–4% is the only deduction.
Giving directly on this page
A donation made here is processed by PayPal, which charges its own fee before the money reaches us. We never see it and we cannot waive it. Where a provider has charged a fee, we take the lower end of our own range rather than the higher.
What we promise about our own share. HEART Humanitarian Foundation never retains more than 4% of what reaches it, and where a payment provider has already taken a fee we retain 2.5%. That is a commitment about the part we control, and it holds whatever you give and however you give it.
A word about small donations
We will not pretend the total is always small, because on a small gift it is not. Payment providers charge a fixed amount per donation as well as a percentage, and a fixed charge is a large share of a small sum: on a $10 donation the provider's fee alone is usually between 5% and 8%, before the charity retains anything. On a $100 donation it is nearer 3%.
That is a fact about card processing rather than about us, and we would rather you knew it than discovered it. If you would like as much as possible to reach a family, two things help: give through a campaign, where the platform's costs are covered separately and nothing is deducted from your gift, or give one larger amount rather than several small ones, which is charged once instead of many times.
Who your donation is made to
Your donation is made to HEART Humanitarian Foundation, which operates as I Gift Aid, and becomes the charity's property when it arrives. We apply it to the cause you gave to. Where that cause is fully funded, cannot proceed, or where funds remain, we apply your donation at our own discretion to similar humanitarian causes.
We are not collecting money on behalf of any individual or family, and we do not hold funds as anyone's agent. That is what a 501(c)(3) public charity is required to do, and it is what lets your contribution be tax-deductible.
We are licensed to ask
Pennsylvania requires a charity to be registered before it may solicit contributions at all. HEART Humanitarian Foundation holds Certificate of Registration 124454 from the Pennsylvania Department of State, Bureau of Corporations and Charitable Organizations, issued 30 July 2026 and valid to 15 November 2027, under the Solicitation of Funds for Charitable Purposes Act.
That is a separate thing from being a 501(c)(3): tax exemption is federal and says what the IRS makes of us, while this is our state's permission to ask you for money in the first place. A charity soliciting without it is doing something it should not.
Where we cannot send money
HEART Humanitarian Foundation is a United States charity and is bound by United States sanctions law. We screen every beneficiary before funds are released and we will not transfer money where doing so would breach measures administered by the Office of Foreign Assets Control or any other applicable restriction. Where a licence is required before funds can move, we obtain it or we do not proceed.
This is not a formality. It occasionally means we decline a family we would otherwise want to help, and we would rather tell you that than imply otherwise.
Refunds
A donation is a gift, not a purchase, so it is generally not refundable — but we will return money given in error, without authorisation, or where we made a mistake. Our refund policy sets out exactly when and how, and it does not limit your card rights.
How your payment is kept safe
This site is served over HTTPS. Payments are handled entirely by PayPal, a PCI-DSS compliant payment provider — your card or bank details are entered on their systems, not ours. We never see, receive or store your card number. What reaches us is your name, email address and the amount, so that we can thank you and keep the records the IRS requires.
